Later in the chapter, we see that she was with her boyfriend, and she says that it still hard for her to believe that they have actually no problem with their relationship, and that is why she told them about this, and they sincerely congratulated her.
Dina thought that it was the most unexpected thing in this world for her; it was so touching, and thinks that she was worried for nothing. When she was still telling her feelings, he slowly grabbed her hand while walking. This was when she thought that before, when they started dating, holding hands was okay, but when it comes to doing it while dating, somehow, it feels totally different, and she believes that somehow it is very much embarrassing.
This was when she took her hand back while saying that if they held their hands there, the neighbors might see, but she had to keep this a secret from her parents. She explains that what she actually means by that is if her mom and dad find out, they might actually hang a banner in front of their apartment, and that is why she mentions that there should not be any skinship anywhere near their house.
