She just stood there and watched everything that was happening around her.

The showrunners later chimed in to fill us up on this shot. They talked about how Upton has been all worked up since her personal tragedy with Halstead leaving. And now that she has finally solved this very emotionally sensitive case, she finally takes a moment to reckon with everything that has been going on with her.
The moment was just a reflection of her thoughts as she replayed everything in her head. We saw her finding the truck full of 12 girls who were being abused by this man. Throughout these episodes, Upton tries to get inside Sean’s head and understand how he is able to justify this torture in her head.
Thus, while Voight was trying to save Sean’s life, Upton was ready to see him die, and that was such a powerful moment in its own right. As for Voight, she stepped in to save his life because it would feel like death on her watch or someone’s life on her hands.
In the end, we see that Sean ultimately made it out alive, but there is a whole world of trials and jail ahead of him. This also opens a new gate for Upton. We have seen how she drowned herself in work only to ignore and get over her feelings for Halstead.
But with the case finally closing, she will now have to step through this door and actually deal with and sort her feelings in the correct and healthy manner. We have seen how grave a tragedy she is facing right now. With her partner and husband both leaving, and the fact that she is living in the house they shared, it just adds up to her hurt.
