They were mid-tier as best in the end as they didn’t carry much threat on their end, acting as NPC fodder for the most part.
However, the chapter’s (and the arc in contrast) role was to show the whistle that Vikir had gotten. This whistle was the very same thing that was given to him by the patriarch of the Baskerville for his achievements. He only used it to save the minister that had been captured by one of the assailants.
