In the finale episode of season 2, we saw that Bumpy receives the biggest shipment of drugs which he is soon going to sell to make a profit out of it. However, the whole shipment gets burnt in the riot, and Bumpy loses a big part of his earnings in an instant which leads him to suffer a big debt of 3 million dollars.
Bumpy visits the Bank of Harlem to take out a loan of 3 million dollars to pay off the debt, but the bank declines his request. We also see that while Chin is in jail, Joe Colombo, the dealer of automobile parts, becomes the boss, and he asks Bumpy to form an alliance with him, but Bumpy declines his offer twice.
The reason why Joe Colombo thinks that Bumpy will accept his offer is because of the debt that Bumpy is suffering, and all that Colombo wants is Harlem which he knows that only Bumpy can offer him, however, you know, Bumpy always has his big plans ready, and he knows how to tackle every difficult situation he encounters.
Soon, Bumpy gets to know from Powell that a large amount of money is going to come into the Bank of Harlem to rebuild the city, which nearly turned to ashes during the riot. Bumpy finds this an opportunity to rob the truck of cash so that he can pay back to Italians and maintain his French connection.
