Boa Hancock is the former warlord of the sea. She is the princess of the Amazon lily and one of the most beautiful characters in the series. She also has a crush on our main protagonist Monkey D. Luffy. She is extremely powerful and one of the characters who can use conquerer’s Haki. With her powers, she can lure her opponents and can turn them into stones.
14. Yamato
Yamato made her appearance in the Wano-Kuni arc. She is highly obsessed with Kozuki Oden and even proclaimed herself the Oden himself. She is the daughter of the emperor of the sea, Kaidou, and hates him for being too harsh for her. She was even the closest friend of Ace. She plays a very important role in the Wano arc and even saved the life of Momonosuke and Shinobu. She is extremely powerful, and her powers and techniques match with Kaidou himself. Her signature move, Thunder Bagua, is exactly the same as Kaidou, which can tremble any opponent.
13. Nico Robin
Nico Robin is one of the members of the Straw Hats. She is the archeologist in the crew who helps Luffy in reading poneglyphs. She is capable of performing moves with Haki, which ultimately helps her deal with many powerful baddies. Her ability to form many hands gives her the extra edge over her opponents, and she can use haki in all of those hands. She had a very tough past, but now she is dedicatedly to serving her crew.
12. Trafalgar Water D. Law
Trafalgar Water D. Law is the former warlord of the sea and one of the pirates of the worst generation. He is extremely talented and has impressive control over Haki. He singlehandedly cornered the Smoker. He can swap bodies, make a vacuum to evade the opponent’s attacks, and steal the opponent’s heart thanks to his Op-Op no Mi. He formed an alliance with Luffy to defeat Kaidou in the Punk Hazard arc. Currently, he is with Luffy and Kid at Wano-Kuni.
11. Charlotte Katakuri
Charlotte Katakuri is the second major antagonist of the Whole Cake Island arc after Big Mom. He had impressive control over his Haki and gave a tough fight to Luffy. His paramecia type devil fruit Mochi Mochi no Mi helped him corner Luffy to a great extent. He is not like other enemies and wants to save his comrades. Luffy had to use his whole new form Snake Man which gave him the mastery in observation Haki, to deal with Katakuri’s unexpected attacks.
10. Sanji
Sanji is the most important crewmate of Luffy and perhaps the best cook in the series. Sanji never uses his hands in fighting as he only uses them to make food for his crewmates. He also gets the nickname, The Black Leg Sanji. Sanji has a great mastery of observation haki. His only weakness is women. Sanji is also the left hand of Luffy and the abandoned son of Vinsmoke Judge.

9. Roronoa Zoro
Roronoa Zoro is the vice-captain at Luffy’s ship and the right hand of Monkey D. Luffy himself. He is a skilled swordsman who aspired to become the best swordsman someday. He even gets training from the current best swordsman Mihawk. He has excellent control over Haki. He even controlled the Oden’s sword Enma with his Haki. Zoro can even perform conqueror’s haki and observation haki.
8. Kizaru
Kizaru is one of the admirals of the marines and works directly under celestial beings. He has great control over his haki and even clashes with the haki-expert Rayleigh. He ate the Pika Pika no Mi, which allows him to become light at his will, and his moves become impossible to evade. He singlehandedly defeated the whole Luffy crew in the Saboady arc before the time skip. Kizaru is still a major threat for Strawhats and the other pirates.
7. Aokiji
Aokiji is the former admiral of the marines, and currently, his whereabouts are unknown. There are high chances that he joined the Black Beard pirates for some reason. Aokiji ate Hie Hie no Mi, which allows him to unleash heavy ice attacks. He can freeze any of his opponents. Aokiji is the one who turned Punk Hazard into half-ice. Aokiji is certainly the Haki guy to whom you don’t want to mess.

Akainu is the former admiral of the marines and currently holds the rank of fleet admiral. He ate the Magu Magu no Mi, which allows him to form hot lava attacks. He has great mastery over Haki. He is the one who killed Ace. He also defeated Aokiji in a duel and thus converted the whole island into fire and ice. 5. Charlotte Linlin (Big Mom)
Charlotte Linlin, aka Big Mom, is one of the emperors of the sea. She is extremely powerful and the ruler of the Whole Cake Island arc. She is an expert Haki user capable of using a wide range of Haki. Being an emperor, she has a very large pirate crew in the new world. Big Mom ate the Soru Soru no Mi, which allows her to put life in any nonliving things and even suck the life from other humans. She is highly obsessed with sweets. Currently, she is fighting along with Kaidou against the worst generation of pirates.
4. Kozuki Oden
Kozuki Oden was the son of the Daimyo from the Wano-Kuni who wanted to travel the world. He was extremely powerful. He became the commander of the second division at Shirohige Pirates and traveled many Islands with him. Later, he joined the crew of Gol D. Roger and learned everything about the World. He traveled to the last island with Roger and even saw the great treasure, One Piece. Oden had great control over his power and even the expertise in Haki, which allowed him to gain control over Enma. Sadly, he was killed by Kaidou in an unfair battle.
3. Monkey D. Luffy
Monkey D. Luffy is the strongest haki user in One Piece. He is an expert user of conqueror’s haki. He defeated the 50 thousand pirates with just one look. He even mastered the new technique called Ryou in Wano-Kuni. Luffy is even an expert in observation haki, and when he uses his form Snake Man, his observation haki skills get maximized. Monkey D. Luffy defeated many powerful pirates along the way and currently fighting with Emperor Kaidou for the freedom of Wano-Kuni.
2. Gol D. Roger & Edward Newgate
First, we were thinking of ranking them according to their powers, but their haki level is the same and surpasses every other character. Gol D. Roger and Edward Newgate were fierce opponents yet good friends. Their name was enough to shiver any baddie. When they clashed in Wano in excitement, they proved that their haki level was on the same scale. Edward Newgate and Gol D. Roger were also good friends who used to share their secrets with each other.
1. Shanks
Shanks being the mysterious guy in the series, proved many times in the series that he is the real boss in Haki. His haki is on another level. He knocked down many pirates on the Whitebeard ship with just one look. He even stopped the Whitebeard saber with his sword. He was the pirate on Roger’s ship back in the days.
Shanks is someone who stopped the great war, and no one dared to fight him from marines as well as from Blackbeard crew. Shanks is undoubtedly the best haki user in One Piece.
