The possibility of the second theory has been refuted in the finale of the series, as now we all know who was the person behind the game.

Gong Yoo In Squid Game And His Backstory Revealed
Squid Game is a survival show which came out on Netflix last year. The show has been critically acclaimed for its novel storyline. The show also throws light on what things people are capable of doing for money. South Korea is a country where the gap between the rich and poor is a big one. We have already seen the cruelty of this fact in the Academy Award-winning movie Parasite. Squid Game is another representation of the same economic inequality that exists in a modern country like South Korea.
The show revolves around Gi Hun, a man who is struggling to meet ends and is drowning in debts. He meets Gong Yoo’s character at the subway station, a salesman who offers him to play a game with him. He produces the traditional game of Ddakji and makes an offer that if Gi Hun wins the game against him, he’ll give him money. After losing the game n number of times, Gi Hun finally wins, and Gong Yoo presents a card to him. The card is an invitation to participate in the Squid Game. Although the part about how deadly the game is left out.
Seeing Gong Yoo’s mysterious character, which only appears twice, viewers were left wondering what his character was actually. Why and how is he bringing people to join the Games. To put your mind to rest, the director and writer of the show, Hwang Dong Hyuk gave an explanation.
In an interview, he reveals that Gong Yoo’s character was actually a part of the staff of the Squid Game. He eventually was able to gain the trust of his seniors and the creator of Game and was given the duty to scout and bring people to Squid Game. Hence, he is not stuck in the bubble made for the game.
