Playground Games is taking an unusually hands-on approach to the characters populating its upcoming Fable reboot. The game’s Living Population contains around 1,000 NPCs, but rather than relying on procedural randomization, the developers individually designed each character’s appearance, personality and circumstances.
Game director Ralph Fulton explained that the studio initially created a system capable of generating NPCs automatically. Although the tool could have saved the team considerable development time, it frequently produced characters whose traits did not logically fit together. Playground ultimately decided that carefully crafting the population was more important than taking the faster route.
The result is intended to make Fable’s villages and communities feel more coherent, with individual residents having personalities and lifestyles that influence how they interact with the player.
Fable’s 1,000 NPCs Were Designed Individually
Speaking to GamesRadar+, Fulton explained why Playground rejected its procedural approach.
“We individually picked everything about every NPC to make it into an NPC that you could read, that made sense top to bottom,”
Fulton said.

The original randomization system would essentially “roll” characteristics for each resident, potentially creating combinations that looked amusing but did not fit the character’s occupation or personality. Fulton acknowledged that the system
“would have been a massive labour-saving device,” but the resulting NPCs simply “didn’t make as much sense.”
That decision is particularly important for Fable because residents are designed to have distinct lives rather than functioning purely as background characters. Their personalities, economic circumstances and relationships can influence how they perceive the player’s character.
Some residents may become more interested in the protagonist as their wealth increases, while others could react negatively to their social status. The Living Population is also designed to support relationships and other evolving interactions, including marriage and divorce.
By manually constructing the 1,000 NPCs, Playground Games can ensure their visual designs and personalities complement their roles within the world. The approach should give Fable’s towns a stronger sense of identity when the game launches.
