The story takes place in a world where Devils are born from human fears. The power of a devil is proportional to how much anxiety it incites in the hearts of its victims. Some individuals specialize in hunting and employing them, called Devil Hunters, and they can form contracts with humans to use their power. When a devil is killed in Hell, he migrates to Earth, and when he is killed on Earth, he migrates to Hell.

Denji falls in love with Makima, one of the Public Safety Devil Hunters, after being taken into custody by her suggestive insinuations. Denji arrives at the Devil Hunters Headquarters in Tokyo, hoping to team up with Makima, and is introduced to Aki Hayakawa, a senior hunter he was supposed to partner with. Makima warns him that his new partner is a fiend as he welcomes her.
As power entered, she announced her name and asked Denji if he was her new partner. In surprise and wondering if Fiends can be Devil Hunters, Denji changes his mind after seeing her chest and is pleased to meet her.
Makima explains that Fiends are also up for extermination, but Aki’s team includes power, who is rational. They know what will happen if there are no results, so she reminds them that the experimental team will be dissolved. Afterward, Hayakawa beats Denji and tells him to “quit his job.”
