Why Sasuke’s Rinnegan Have Tomoe?
In the Boruto sequel series, there is an arc called Naruto Gaiden that focuses on Sasuke Uchiha. In this story, Sasuke initially appears with his Rinnegan eyes lacking their usual pattern of tomoe markings. He comments that his powers are not at their peak.
This implies that the basic Rinnegan form without tomoes has some limitations or inhibits the full extent of his abilities.
Later on in the Gaiden arc, after some time passes, Sasuke declares that his powers have been restored. Correspondingly, the distinctive tomoe markings reappear in his Rinnegan eyes.
Additionally, his left Mangekyo Sharingan reverts back from its basic three-tomoe form into its more advanced shape.
