The story follows Riliu and his childhood friend Jowy, who serve in the Unicorn Youth Brigade of the Highland Kingdom. Their friendship and the political conflict surrounding their nation form the emotional core of the original game’s story.

On the design side, Fumi Ishikawa, who worked on the original game, is credited with the original character designs. Arata Suzuki created the anime’s initial character concepts, while Ryō Yamauchi adapted those designs for the television series.
