Rockstar Games is aiming to make the world of Grand Theft Auto VI feel more populated and believable than any of its previous games. In an exclusive interview with Dazed, Rockstar’s developers revealed that the upcoming open-world game will feature
“the most detailed and varied character population”
the studio has ever created.
The revelation offers a closer look at how Rockstar plans to make Vice City and the wider state of Leonida feel alive. From different body types and clothing styles to characters shaped by the specific environments they inhabit, GTA VI appears to place an unprecedented emphasis on the people players encounter throughout its world.
GTA VI’s NPCs Will Be More Diverse and Region-Specific Than Ever
Jamie-Lee Lloyd, Rockstar’s senior art director for characters, told Dazed that the team developed “new tools and pipelines” to create its most detailed and varied population yet. The goal is not simply to place more NPCs throughout the map, but to make individual characters feel like natural parts of the locations they inhabit.
According to the deep dive, players will encounter NPCs of different ages, heights, body types, and appearances, including tattoos, piercings, and plastic surgery. Their clothing and overall presentation will also reflect their surroundings, with different populations appearing across locations ranging from Vice City’s Little Cuba to the wilderness of Mount Kalaga National Park.

Lloyd explained that realism goes beyond visual variety.
“It’s the combination of how a character looks, moves, interacts and expresses themselves,”
he said, with Rockstar combining the work of multiple development teams to create a more convincing population.
The increased focus on NPCs is also connected to Rockstar’s larger goal of making GTA VI more reactive. Dazed reported that player actions will have consequences, with the world responding differently depending on what players do.
Rockstar North co-studio head Rob Nelson explained that the studio wants to give players greater freedom within the personalities of Jason and Lucia.
“We want to enable as much self-expression as possible,”
Nelson said,
“without losing the essence of the characters.”
The official Rockstar Games GTA VI page also confirms that Jason and Lucia’s story will take players across the state of Leonida, with Vice City at the heart of the game’s setting. The combination of a more detailed population, regional variety, and reactive systems could make Grand Theft Auto VI Rockstar’s most ambitious attempt yet at creating a living open world.
