Xebec thinks that Davy Jones was the former King of the World.

Xebec tells Imu that Davy Jones was the true king of the world, that one day someone will fulfill the “WILL OF DAVY”!!! He then asks Imu if he’s more afraid, of Joyboy OR Davy Jones.

When Xebec becomes a demon, he attacks Kaido, Big Mom, and Whitebeard simultaneously.
He hurls Kaido into the mountain while kicking Big Mom and attacking Whitebeard.
Whitebeard vs. Xebec is so insane, that part of God Valley is destroyed.

After Xebec was able to resist Imu’s Domi Reverse, Imu escalated the situation and continued to provoke him. He claimed that Elbaf would soon be under his military control because Harald was easy to manipulate, something that had never happened in Elbaf before.
This made Xebec even more angrier, he transformed into a Demon after it.
Even that didn’t transform Xebec into a demon, as last step, Imu slammed him into the ground, which lead to the transformation. (Worstgen)
At the end of the chapter, Rocks doesn’t speak directly to Garp and Roger (who warn Rocks not to attack their members), but rather they hear Rocks’ voice in mind, begging them to kill him! Is this a power from VoAT or more likely Imu’s power?
Neither Roger nor Garp have Imu’s abilities and shouldn´t be linked to him. I think Xebec is using VoAT here, and Garp/Roger are listening to it because they’re both also users of “Voice of All Things.” That would make sense, since Imu probably hasn’t heard it.
ONE PIECE CHAPTER 1164 RAWS & FULL SUMMARY ARE OUT
Page 1 (cover) – The chapter is titled “Davy’s Blood.” It features a request cover with Carrot dressed as a knight and a woman lounging in a frilly dress.
Page 2 – On God Valley, Marines and pirates are horrified. While IMU watches the scene.
Page 3 – Rocks with fangs proclaims himself Davy (nicknamed “Davy Jones”) and claims he once sought to be king of the world. We see burning ships and people fleeing in panic while Rocks’ wife and child are also running.
Page 4 – IMU mocks Joy Boy’s legend and says Davy’s people were a ceremonial tribe that controlled tides.
Page 5 – Imu orders his followers to “end Davy’s dream.” Rocks’ crew members look up in shock as the battle on the upper level of God Valley seems to shift.
Page 6 – IMU declares his intent to wipe out everyone on God Valley and erase their bloodline from history. A figure leaps in and strikes him mid‑speech, sparking a fierce clash.
Page 7 – Young Kaidō and big mom gets one shotted on the battlefield by Rocks.
Page 8 – Young Whitebeard (with his bisento) fights Rocks, who calls him a hindrance.
Page 9 – Whitebeard unleashes a quake‑shock attack
Page 10 – God Valley begins to collapse, one of the two pillers is now down. We get really funny reaction from Marines. Eris is also running with Teach.
Page 11 – Navy ships pull away from the island. A marine officer orders all hands to keep their distance as the ground buckles.
Page 12 – Across the island, Kuma is feeling really down as he couldn’t save many people, and Iva cheers him up. Shiki laughs maniacally while telling his crew not to abandon him. Captain John is also wounded.
Page 13 – Rocks about to kill his wife and kid, and Eris is begging to rocks while crying, she screams someone please help.
Page 14 – Canon balls are about to hit Eris and on the other side rocks is about to kill eris and teach. Kuma jumps and teleports her. Rocks is about to kill Kuma, but he teleports himself too.
Page 15 – In the harbor, towering smoke plumes rise. Marines (including Garp) debate their next move and urge marines to withdraw. Rocks brutalizes one of his own men, and crew members cry for him to stop.
Page 16 – Young Garp and Roger step forward. Garp challenges Rocks to come out and fight; he comments they won’t let Rocks’ rampage threaten their friends. The chapter ends with Rocks facing Garp and Roger, hinting at an impending duel.
