So my best guess is that Arcelia (The lady of the Sleep Forest) is Damian‘s mother. Three hints were given in chapter 95, which leads to his theory. First, when Damian tells Arcelia if her mother told her about him, she tells him that hiding things from her is useless, which states that she already knows about him.

Second, in chapter 92, Magnus finds Damian in the same ice force, where Damian has now gone to meet Arcelia, which shows that Damian is somehow related to that place. And that’s why Magnus is sending Damian to the sleeping forest.

And third, Arcelia tells Damian that she knows his name even before Magnus tells her, which indicates that she must be the one who named Damian, so she already knows his name. Let’s see if this comes true or not. But according to my guess, she is definitely Damian’s mother.
