Juvenile Offender is a Manhwa that tells the story of Yoonsung, a delinquent who is sent to a correctional facility due to his behavior in court. Yoonsung finds himself in a prison-like school filled with older gangsters and other juvenile offenders. He starts off poorly but soon learns to defend himself and meets an old friend named Jihoon. However, Jihoon and his gang try to intimidate Yoonsung, causing him to fight back and beat Jihoon.
Yoonsung is in the school because he was given 200 hours of community service for robbing a jewelry store. During his outburst in court, he cursed at the judge and threw a chair at the door, causing the judge to sentence him to the 9th law of juveniles. This law assigns juvenile offenders to correctional facilities like the Yangcheon Information and Communication School.
At the school, Yoonsung encounters Officer Lee Gwakhyun, who recognizes Yong Ga, a student who is known for causing trouble. Officer Lee warns Yoonsung to maintain peace as they will have to see each other often, but Yoonsung knows that Officer Lee is guilty of raping an underage girl. Yoonsung’s encounter with Jihoon and his friends leads to a physical altercation in which Yoonsung beats Jihoon and fractures his legs, and bites his face. Jihoon is now afraid of Yoonsung, who has learned how to fight and is seeking revenge against those who ruined his life.

Kyungumin was being interrogated by Jo Yeongbeom and Kwon Changsoo regarding the mess he caused. Lee Yoon-sung barged in and severely beat up Kyungumin while the interrogation was taking place. Jo Yeongbeom interrupted and asked for the reason.
Lee Yoon-sung mentioned every mess, including the suspension of Kyungumin’s accounts, and provided proof that Kyungumin is an addict. This revelation shocked everyone, as trusting an addict with such an important job is risky. Jo Yeongbeom asked Yoonsung why he was so mad, and he replied that since he had money in that account, he had the authority to get mad in situations like this.
Initially, Jo Yeongbeom lost his temper, but later he said he would compensate Yoonsung for the money he lost and offered him the position that Kyungumin had initially held. Yoonsung was given the offer because of his great skill in handling funds, and Yeongbeom was planning to expand his business.
Kyungmin realized that it was all Lee Yoonsung’s plan to take his position from the start. While Jo Yeongbeom was offering the position, he was suddenly stopped by a 2-meter-tall man, who was Jo Yeongbeom’s knife, Kwon Changsoo. He noticed that Lee Yoon-sung was not trustworthy and was full of trickery just by examining his body language.
Kwon Changsoo went near Lee Yoonsung and threatened to pluck out his eyes. Despite Lee Yoonsung’s preparation to fight someone far taller than him, he was not intimidated by Kwon Changsoo’s 2-meter huge appearance. Lee Yoon-sung confronted Kwon Changsoo without hesitation and got ready for a duel by going into his fighting posture.
After leaving the face smashed, Kwon Changsoo and Lee Yoonsung let the homeroom teacher listen to the conversation between the headteacher and Jo Yeongbeom and overhear how he’s paying the teacher for leaking test materials.
