This meant that they were stuck using fans to ventilate themselves or use magazines for that. When a certain office lady gets involved, things get funny, for lack of a better word.
A little context as to what is the relationship between the three, them being Takeda, Takizawa, and the boss. The former two were colleagues that saw each other more often than not until they started to develop feelings for each other, which led to moments of awkwardness. That didn’t last for long though (being a short chapter series and all), and the two started dating.
And then there is the section chief, who is a silent pervert and tries to fool around with Takezawa. However, she has clear boundaries and doesn’t tolerate him, and the old man got no guts to be in her face all the time. But that doesn’t stop him from fooling around, like standing behind Takezawa when she was fanning herself in one particular place.

The section chief, despite being the third character of the series, doesn’t talk much. He is one of the mute characters that are just there to push things forward. And that means he can be anything the story wants him to be. But there is no grand scheme at play, so characters just being a plot/gag driver is still enjoyable to people who are looking for some light reading.
