Detective Conan Chapter 1114 starts with a man going over the phone with his client. Like many cases from the past, he is a new character that has been introduced into the story. Though a lot of them make appearances here and there, that is a different subject matter to talk about.
We aren’t told much about the man other than his connection to a girl that is introduced to us through backstory. He once was on a mission to protect some people that have been taken hostage by a group of people. He was a one-man army there, and he had no backup on the way for him, but he handled the situation well.
However, the main focus of the story was the scar he got on his hand during that incident. That scar showed how he came to know the gyaru granddaughter of the person he had been sending to save. She motivates him too in his exploits, and the two form an odd relationship with each other as master and Buttler later.

This made it clear that someone is playing around with the train the Buttler is in, but their reasons remain to be known.
