The Hokage are important leaders in Naruto, guiding and representing Konoha. Naruto’s main goal is to become Hokage himself. The series features eight Hokage, including Naruto. Among them, the Fifth Hokage, Tsunade, stands out not only for her great power and ninja skills but also for her strong determination and leadership.
Tsunade, who leads through much of Naruto Shippuden, represents what makes a great Hokage and fits the series’ themes well. After her brother and lover die, she leaves the shinobi life and initially rejects the idea of becoming Hokage. However, during Naruto’s “The Search for Tsunade” arc, Naruto persuades her to take on the role of the Fifth Hokage, where she proves to be an exceptional leader.
The World’s Strongest Female Ninja and Greatest Medical-Nin
All Hokage rise through the ranks of shinobi, but Tsunade is different. She was a famous shinobi who worked with Jiraiya and Orochimaru in Team Sannin. Tsunade has skills in many areas. Though not always highlighted, she is known as the world’s strongest female ninja in combat, mainly using defensive taijutsu.
Her taijutsu skills are very powerful; for example, she can break through Madara’s Susano’o during the Fourth Shinobi World War.
Tsunade’s greatest strength is her medical ninjutsu. She avoids combat because she believes medical-nin should be safe to help those in need. Known as the greatest medical-nin in history, she has extensive knowledge that gives her excellent skills in diagnosing, curing, and preventing medical issues. People often seek her help for difficult medical problems.
Unconventional Leadership, Medical Mastery, and Legacy Building in Naruto Shippuden
Tsunade shows her unique but effective leadership during Naruto’s first mission after Team 7’s return in Naruto Shippuden. She sends Team 7 to fight Akatsuki, who has kidnapped the Kazekage, a Jinchuriki like Naruto.
Even though Naruto was also a target, she believed his Jinchuriki status made him the best fit for the mission. Her unconventional thinking, medical expertise, faith in her shinobi (especially Naruto), and her unusual background as a Hokage lead her to make crucial, unorthodox decisions.
The Pain’s Assault arc is a favorite among fans but was very tough for Konoha. During this time, Tsunade, along with Sakura, helped many civilians. She used Katsuyu to communicate with and heal shinobi on the field. When Pain’s Deva Path threatened to destroy Konoha, she used all her Chakra to protect the village and its people, which left her in a coma.
As Konoha was rebuilt after Pain’s assault, Tsunade focused on improving medical infrastructure. This long-term thinking set her apart from other Hokage. While some, like Minato and Sarutobi, focused on immediate protection or short-term shinobi tasks, Tsunade concentrated on her legacy and the sustainable development of Konoha.
Tsunade also served as a mentor and teacher to Naruto, Sakura, and others. She taught Naruto the Rasengan, which became a key part of his combat style. Over the years, she trained Sakura, an exceptionally skilled shinobi, giving her the tools to protect Konoha and teach others to do the same, making Sakura a talented medical-nin.
These efforts paid off during Pain’s Assault and the Fourth Great Ninja War. Many lives were saved thanks to the medical training and guidance Tsunade provided to Sakura and others. After her coma, Tsunade immediately started directing Konoha’s rebuilding efforts while preparing to face Madara and help her comrades on the battlefield.
From Konoha’s Foundation to Global Peacekeeping
Hashirama, Tsunade’s grandfather, founded Konoha. After many years of clan conflicts and losses, Hashirama dreamed of a world where clans would unite. His dream was partly realized with the creation of Konoha and the establishment of the Kage system, which was solidified at the first Five Kage Summit that he hosted.
This is similar to what Tsunade achieved years later at the Second Five Kage Summit. Following Tobi’s declaration of war, Tsunade and the other Kage worked together to form the Allied Shinobi Forces to fight in the Fourth Great Ninja War and protect their systems. Tsunade also used Konoha’s new medical resources to provide supplies and medics to the alliance.
Tsunade’s legacy is marked by her efforts for lasting peace and prosperity. She worked to create alliances and treaties with other villages to keep peace among shinobi. She frequently sent her ninja on missions to help and protect other lands.
While continuing her grandfather’s vision, Tsunade’s achievements are due to her empathetic and practical approach, which secured Konoha’s influential role in the world.
The Undervalued Hokage Who Blends Legacy and Innovation
Tsunade is often undervalued as a Hokage partly because she appears less interesting compared to other Hokage due to her frequent screen time (except for Naruto). However, she has two key strengths that make her stand out.
First, Tsunade combines traits from previous Hokage. She has Hashirama’s healing powers, empathy, and “Will of Fire,” but she replaces Hashirama’s idealism with Tobirama’s practical approach. As a former student of Sarutobi, she values stability while moving away from his traditionalism.
Like Minato, she shows a self-sacrificial side and expresses her belief in Naruto. While she blends the qualities of past Hokage, Tsunade also establishes her own unique ideals.
Second, Tsunade reflects many of Naruto’s themes. Her reputation for medical skills over combat reflects Naruto’s preference for love, care, and empathy instead of violence. This aligns with the “Will of Fire” that is central to the Senju clan and connects Tsunade to her grandfather.
The Complex Hokage Who Embodies Naruto’s Themes
Tsunade’s personal flaws, such as her drinking and gambling, may initially seem like weaknesses for a Hokage. However, these aspects add depth to her character and align with Naruto’s exploration of the complexities in even the most flawed characters. Tsunade’s struggles and empathy highlight her humanity and significant achievements.
A notable quote from Itachi in Naruto is that one does not become Hokage for recognition but is recognized because they become Hokage. Tsunade’s Infinite Tsukuyomi dream, where she saw her deceased brother’s Hokage dreams fulfilled and everyone was safe and happy, shows her dedication to her brother’s and her own ideals.
Although Tsunade never aspired to be Hokage herself, she embodied her brother’s and lover’s dreams, showing exceptional leadership and commitment to those around her. She guided Konoha through its toughest times with a deep awareness of her responsibilities.
Naruto focuses on Konoha and its people, and while no Hokage is perfect, Tsunade has earned significant acknowledgment. Despite her flaws, she effectively represents Naruto’s conflicts, themes, and complexities and led Konoha through numerous crises during her tenure.
