We all know Oda’s scaling is basically a meme at this point. One minute a character is ten feet tall, and the next they are fitting into a normal-sized chair. But what is happening with Loki in current chapters feels like more than just a drawing slip-up.
When Loki first transformed, the scale was off the charts. He looked bigger than an island. At that size, Ragnir was less than half the size of Loki’s horn on the screen, and Luffy’s giant Gear 5 form was half the size of one of Loki’s horns. For context, this is the same guy who saw Gear 5 Luffy using Kaido’s Dragon form as a jump rope and didn’t even blink.

But in the latest chapters, in the fight against Imu, Ragnir is suddenly looking much larger compared to Loki’s head. You can see it clearly in the panels: the ratio is totally different now.
The biggest clue isn’t even the art, it is what Loki said. He straight up admitted that staying in that massive giant form is exhausting. He had to drop back into human form just to catch his breath and deal with Imu(Gunko).
This confirms a major theory that’s been going around in the fandom for a while, that the bigger the size the higher the stamina drain. Just like Luffy’s Gear 5 giant form puts a massive energy drain, Loki’s maximum scale seems to burn through his energy, so he can’t keep it up forever.
Not to mention Loki is too big, he can’t even see the enemies, he complained in the previous chapter.

This is probably why he choose to change his size as you can see photo above and photo below, the size different between Loki and Ragnir is massive.

Not just that, in the Elbaph arc we are seeing a pattern with the top tiers right now:

Luffy (Gear 5): He can turn into a giant, but he gasses out fast.

Imu: He just used the OMEN power to upscale his own size to match Loki, but he looks somewhat exhausted.

Loki: He changed his size and was quickly exhausted.
Loki even complained that being too big made it hard to see his enemies. By shrinking his dragon form, he solves two problems at once. He gets his visibility back, and he can stay in the transformation way longer without collapsing.
So what do you think? Is this an error by oda or properly planned move.
Sure, Oda could just be being ‘loose’ with the proportions like he did with Enma or Kaido. But since Loki specifically mentioned getting tired and having trouble seeing small targets, it feels like a deliberate hint.
If Loki can toggle between Island-Sized for total destruction and Combat-Sized for 1v1 fights, that would mean HE IS HIM.
