Varvana could not forgive Fukuma for taking Kyouka’s form without permission, and she was so vulgar about it. She called for a holy war because she could not dare anyone to insult Kyouka.
She had to strike the offender so that the miraculous power would intensify so that the statue of Kyouka could come to life and purge its surroundings.

She made it during that lightning attack while she was not looking. Varvana used an iced winged slash, hyouka uzan. Varvana ended up getting in the middle of the attack, but she noticed Fukuma’s decoy, so there was no point for her to keep using tricks within that cathedral.

Varvana could tell that Fukuma was a formidable enemy, even with the holy war active. Fukuma knew that Varvana could not defeat her even when she was strengthened, so she only had to watch out for the statue.
She believed that the sword the statue was carrying had conceptual power. Fukuma could have had an easy win if she could have recovered the power that she split into her clones.
But since she could not do that, Fukuma realized why Shikoku recommended assassination to her. The depths of the Mato Defense Corps’s power could not be underestimated.
Fukuma took out her card to show Varvana the card contained a gruesome picture of Chief Tsukiyono, and Fukuma told her she did not have any other allies with her.
The only card she had left with contents was that one. She explained to Varvana that if she destroyed the card, Tsukiyono’s body would come out.
