This place was called the Zone of Death. Throughout the film, we see legal and ethical restrictions on the entire situation. It was all because of the lack of a jury pool, and thus no jurors could be selected for the trial.

Authorities found the dead bodies but were never able to find out who murdered these men. After a few hours of committing the crime, Dwayne Nelson was experiencing remorse and, thus, decided to confess to murdering three young men in cold blood through a gun.
He walked into a ranger station that was located miles away from the spot where he killed these men and confessed about it all.
Soon more authorities got to know about the same, but nothing could be done about it because the area in which the murders happened was beyond a jurisdiction.
The documentary aims to ignite the fire of curiosity in all the watchers to think if more crimes could be deliberately committed in this area by criminals just because no one is going to judge them or there will be no consequences.
The fact that Dwayne Nelson is walking free surely raises some eyebrows and also the threat of more such crimes being committed or maybe even motivating other criminals to change the venue of their crimes. It is surely a very interesting documentary series to watch.
