The Shichibukai were a formidable group of pirates who had made a pact with the World Government. In exchange for nearly total freedom to plunder, as they pleased, they agreed to help the Government deter other pirates and maintain balance among the Three Great Powers.

Despite their notorious reputations and impressive track records, the Shichibukai’s official bounties dramatically underestimated their true strength and threat level. Through later events in the series, they proved to be among the most powerful pirates sailing the seas.

After the Reverie arc, the Government dissolved the Shichibukai system, making these pirates wanted criminals once more. However, during their sanctioned time, they established themselves as exceptionally strong warriors possessing advanced Haki techniques, formidable Devil Fruit powers, and sheer grit.

Though no longer an active group, the infamous Shichibukai pirates remain at large, with some continuing to shape major events.

Their earlier recruitment demonstrated the Government deemed them capable of contending with top-tier threats.

And their eventual dissolution highlighted concerns over losing control of these wild cards that could destabilize global power structures. Indeed, the scattered ex-Shichibukai remain living legends still sailing the seas of One Piece.

11. Buggy the Star Clown

Safe from repercussions behind the Warlord cloak, Doflamingo next orchestrated a violent takeover of Dressrosa kingdom. He ruthlessly subjugated the populace while sadistically torturing any hints of rebellion.

Key to Doflamingo’s supremacy was mastery over the String-String Fruit, allowing him to puppeteer both bodies and environments. He Awakened his Fruit to reality-warping levels of influence, transforming surroundings into deadly spider webs.
