He is worried since Satoko is getting abused every day and no one is helping her. Satoko is the one making the matter worse since she can’t open up about her uncle Teppei. The CWS cant help since Satoko is afraid to spill the bean about her uncle. Keichi is determined to help her, no matter what.
Keichi, Shion, and others decided to make the team support Keichi so that their matter will be taken into consideration. They head to the Child Welfare Service and report uncle Tappei who has been abusing Satoko ever since moving to her place. The abuse makes Satoko’s brother run away from home, and the CWS gave them a chance to monitor Teppei and came back with solid evidence.

Keiichi and others are still on Satoko’s matter; they find out that their offer was rejected. The crew refuses to give up and decides that they are heading back to the CWS Center again after everything. The mayor suggests that he will see if he can rally some council members. He reveals that he will head to Oryo’s place and see how they should handle it.
Rena feels that they are in a promising direction since they are getting more support from adults. Later the citizens of Hinamizawa gathered in front of the CWS office, and the mayor reveals that the council told everyone they knew to gather. He addresses them on how they are going to hold their uprising. The high authorities inside the CWS building are scared that there is a crowd outside.
The CEO decided that he should leave the matter to his colleague to handle it. One of them said that it is not safe to gout out in time like this. He asks why, and he explains about the dam war, in which the protests turn violent. The CEO got sacred and decided to remain inside the building. The mayor addresses again, and he’s been heard from inside, and they think that they will barge in any minute.
The CEO said that they must not be allowed to get inside no matter what. The number of people gathering keeps on increasing with surprises Keichi. He is impressed because Hojo’s family is what people don’t want to get associated with. Oishi shows up, which sacres Keichi since he knows that he is a troublesome man. He asks him why he is here. Oishi reveals that he has an urgent matter that he wants to discuss with Keichi and the mayor.
While they are private, Oishi reveals that the center is a government office and disrupting its activities is illegal. Keichi and the mayor got angry, stating that they want Satoko to be helped as soon as possible. Oishi said that their uprising is illegal, and as the highest-ranking official of municipal, he won’t’ allow that. He also said that he has the power to ban anyone from the premises if they are deemed to be disrupting the operations.
Keichi said that they would continue to protest outside the center property, and Oishi said they must have the prefecture for a street protest permit. He then suggests that legally they will need to disband their protest for today. Keichi tries to reason with the officer, but he’s been warned not to make enemies around. Keichi gets angry, knowing that Satoko will keep on getting abused.
He wanted to beat the officer Oishi who tells him that he tries that he will be arrested for police obstruction. Mion and Shion stop Keichi from getting arrested and tells the officer that he won’t live very long if he keeps acting like this. The officer continues to be stubborn and teases them. He tells them it is scary, and they must choose their words very carefully.
They may be charged for threatening a police officer, and Shion comments that if the officer is acting unlawfully, they can go against them. Oishi left laughing that the war over the dam is long over. The officer then calls him that the chief wants to talk with him on the radio. Later Sakoto met with Keichi and talked her heart out. She then asks him if it is okay to call him her brother, and Keichi agrees.
They both visited her home and confronted Teppei. Keichi got involved in a bloody battle with Teppei. Teppei wanted to kill Keichi for holding an uprising against him, and Keichi manages to spear him and took the baseball bat. He started showering him with blows and put him to sleep. The next day Keichi wakes up in the hospital and explains everything that has happened.
