Episode 12 opens with one of Frank’s old friends, Archbishop Kearns visiting him early morning. Kearns is there to talk about a case. Kearns says he has met the real killer. This killer, Kearns says, came to him and confessed to killing the victim. However, there is a caveat. Archbishop Kearns is bound by the sanctimonious confessional seal.

He has to abide by it and can’t break it under any circumstances, even ones as dire as this. Frank is in a spot as well. He can’t do anything about it unless he has some evidence. He tells Kearns that he can’t do anything. Frank later talks to his people about what transpired. They told him they’d take the case from here, and later they reached out to Danny regarding the case.
