In the series, the brokers concentrated on are underworld dealers, trading in illegal goods such as slaves of different species, highly priced products, or weapons of mass destruction.

A broker is an individual or a party who makes an illegal transaction or dealing with others.

Joker


Donquixote Doflamingo, the most influential underworld broker under the codename “Joker.”


As the captain of the Donquixote Pirates and a prominent former member of the Shichibukai, Doflamingo had complete authority over his crew.

Doflamingo is one of the most influential pirates to appear so far. He has displayed physical abilities of superhuman strength, reflexes, spryness, dexterity, and speed, with excellent reaction time.
He is also known to be co-operating with Caesar Clown in trading chemical weapons of mass destruction, with other business arrangements.

Pekoms


Pekoms had proven himself to be extremely agile as shown when he dodged the slash of Caribou’s scythe.
Pekoms possesses the power of Kame Kame no Mi, a Zoan-type fruit which allows him the ability to turn into a turtle.

He, accompanying with Tamago, is accountable for collecting the candy payments Big Mom charges from the islands under her protection

Tamago


Tamago is a “knight” combatant of the Big Mom Pirates, who originates from the Longleg Tribe.
Tamago and Pekoms get along very well. They are partners who collect the candy amount for Big Mom together.


He is, in fact, a mighty man, given his bounty, and was able to withstand a battle against Pedro, the leader of the minks Guardians with a bounty of Beli382,000,000, with just a scar on his left eye to confer for it.

Diez Barrels


Diez Barrels is the father of X Drake and was a pirate from thirteen years ago who obtained possession of the Ope Ope no Mi. He is a former Marine officer and intended to trade the fruit with the Marines for money. Barrels physical abilities are unknown, but he likely has skilled strength, as he had previously made a name for himself, still he was no competition for Doflamingo.



Disco


Disco is the owner of the now-bankrupt Human Auctioning House at Grove 1 in Sabaody Archipelago. 
Doflamingo left Disco in the management of the Human Auctioning House. After Luffy knocked a Celestial Dragon, Disco communicated Doflamingo to beg him to resolve the problem.
Because of all the problem, Luffy caused after knocking a Celestial Dragon, Disco holds a hatred on him for destroying his business and losing his job and honor.

 

Jigra


Jigra was an organ trader and a member of the Underworld who attempted to attack the Big Mom Pirates. As an organ dealer of the Underworld, Jigra had some measure of power over it. He was powerful enough to have been invited to one of Big Mom’s tea parties. Jigra was called to a Tea Party by Yonko Big Mom but did not visit because he went to his mother’s funeral. He penned a letter to Big Mom to try to justify his absence, but Big Mom sent him the head of his ill father in a box.


Mountain Witch


Mother Carmel was a kid trafficker dealing in orphans who worked in the Underworld many decades ago, under the code name “Mountain Witch.” Managing an orphanage recognized as the “Sheep’s House,” her apparently benevolent nature caused her to be identified as the “Holy Mother.”
Carmel ate the Soru Soru no Mi, Paramecia-type Devil Fruit that grants her to manifest and shape the souls of herself and another people.

The capabilities of the fruit were later seen displayed in Charlotte Linlin after Carmel’s disappearance.


One of the central ranges where the Underworld acts are the smuggling via brokers. This involves illegal goods, rare goods, slaves, and illegal weapons.
